Transnet National Ports Authority (TNPA) has issued a Request for Proposals (RFP) to select an operator for a new break bulk terminal at the Port of Cape Town. The project aims to expand cold storage capacity for fish and related products.
The initiative is expected to strengthen seafood export logistics in the Western Cape and attract new investment in port infrastructure.
The terminal will occupy a 7,273 m² brownfield site near the ship repair and liquid bulk precincts. It will support direct vessel-to-storage transfers and serve as a major hub for frozen fish exports, reinforcing the region’s maritime economy.
“This RFP meets the growing need for modern seafood cold storage and logistics facilities in Cape Town,” said Rajesh Dana, Port Manager.
Dana explained that private sector investment will drive the development, aligning with Transnet’s Reinvent for Growth strategy to improve port efficiency, upgrade infrastructure, and foster sustainable growth.
The chosen operator will finance, refurbish, build, operate, and maintain the facility under a 10-year concession, after which the terminal will revert to TNPA.
TNPA sees the project as a key part of its long-term Port Development Framework Plans, which will gradually shift break bulk operations to the Multi-Purpose Precinct between 2032 and 2052.
The development follows the National Ports Act of 2005 to ensure it meets international standards and remains relevant for future infrastructure needs.
