A needs assessment mission was held in São Tomé and Príncipe from 4 to 8 May to support the country’s plans to improve port digitalization through the development of a Maritime Single Window (MSW) system at the Port of São Tomé.
During the mission, stakeholders reviewed current port procedures, information flows, and institutional systems while preparing the foundation for the future implementation of the MSW platform.
The Maritime Single Window is a centralized digital platform that allows ships and ports to submit and exchange information through a single system when vessels arrive at port. The platform helps simplify arrival, stay, and departure procedures for ships and improves the efficiency of maritime operations worldwide. IMO made the system mandatory for all Member States in 2024.
IMO carried out the mission together with the Maritime and Port Institute of São Tomé and Príncipe (IMAP-STP), the Port Administration, government ministries and public agencies, including customs and border authorities, the Port Health Service, the Border Police and Immigration Service, as well as private sector stakeholders such as shipping companies, agents, and terminal operators. The mission ended with a meeting involving maritime and port authorities to review and confirm the findings.
Following the mission, IMO will prepare a detailed report that will outline a roadmap for developing the MSW system in São Tomé and Príncipe. The report will include key findings, analysis, and practical recommendations to guide the deployment of the system in line with IMO standards and supporting digital tools.
The report will also support stakeholder coordination and provide guidance to help ensure the effective implementation of the MSW system.
IMO delivered the activity through its Integrated Technical Cooperation Programme (ITCP) in close cooperation with the Maritime and Port Institute of São Tomé and Príncipe (IMAP-STP).
