The International Maritime Organization (IMO) held a four-day Port Security and Inter-Agency Coordination Workshop in Bosaso, Puntland State, Somalia, from 14 to 17 September 2026. The workshop took place under the European Union-funded Regional Programme for Maritime Security in the Red Sea Area.
The workshop brought together port authorities, security agencies and government officials to improve port security through stronger coordination, information sharing and effective incident response.
One of the key outcomes was the development of draft Terms of Reference and a roadmap for establishing a multi-agency Port Security Advisory Committee. Participants also gained a better understanding of their roles and responsibilities in maintaining port security and responding to security incidents. They examined practical ways to apply the International Ship and Port Facility Security (ISPS) Code and related SOLAS requirements, with particular attention to security planning and cooperation among agencies responsible for port security.
The discussions examined how government authorities, port operators and security agencies can work together more effectively to address shared challenges, improve communication and strengthen security arrangements. Participants also identified practical measures to improve coordination and support compliance with international maritime security standards.
Puntland Minister of Sea Transport, Ports and Marine Crime Intervention, His Excellency Shakir Mohamed Guled, opened and closed the workshop.
The workshop forms part of IMO’s ongoing technical assistance in the Red Sea region. Through these activities, IMO supports efforts to improve maritime security, strengthen the resilience of port infrastructure and promote compliance with international maritime security standards.
The EU-funded Regional Programme for Maritime Security in the Red Sea Area supports beneficiary countries through technical assistance, training and institutional support to improve maritime security, port security and the safety of navigation.
