A needs assessment mission was carried out in Cabo Verde to support the planned implementation of a Maritime Single Window (MSW) system at the Port of Mindelo.
The Maritime Single Window is a central digital platform that brings together communication between the different stakeholders and agencies involved in a ship’s arrival, stay, and departure.
By allowing all information to be submitted through one system, it is expected to reduce the time and cost involved in port procedures for clearing ships and cargo. It has been mandatory for all IMO Member States since January 2024.
IMO, consultants conducted the needs assessment mission in close cooperation with the Maritime and Port Institute of Cabo Verde (IMP), the Port Administration, and relevant ministries and public agencies such as customs, border control, the Port Health Service, the Border Police, and Immigration. Private sector stakeholders, including shipping lines, agents, and terminal operators, also took part.
Maritime and port administrations reviewed the findings and started discussions on the next steps.
A detailed mission report will set out a roadmap for designing and implementing the MSW at the Port of Mindelo. It will highlight key findings, analysis, and practical recommendations in line with IMO guidance, along with options for supporting digital tools.
The report will also support stakeholder mapping and provide guidance on governance, coordination, and capacity building to support effective implementation of the MSW.
This activity is being delivered under the IMO’s Integrated Technical Cooperation Programme (ITCP), in close partnership with the Maritime and Port Institute of Cabo Verde (IMP).
