The Seychelles Ports Authority (SPA) met with representatives from companies that have purchased the Request for Pre-Qualification (RFPQ) documents and expressed interest in the Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) of the Containerized and General Cargo Terminal at Port Victoria.
SPA launched the RFPQ on 8 June 2026 to begin selecting a concessionaire that will design, build, finance, operate, maintain and eventually transfer the Containerized and General Cargo Terminal at Port Victoria.
So far, 15 companies have obtained the pre-qualification documents. SPA expects to complete the pre-qualification process by 7 August 2026.
During the meeting, SPA clarified the tender requirements and provided guidance to help ensure a fair and transparent procurement process in line with established procedures.
SPA Chief Executive Officer Pierre Prosper led the meeting alongside members of the authority’s executive management team involved in the project. Principal Secretary for the Department of Ports and Civil Aviation David Bianchi, SPA Board Chairperson Charles De Clarisse, and Procurement Oversight Unit Director Annie Dugasse also attended.
